Propogation seems good here tonight

I just caught KOA again tonight. Only this time signal was fairly strong and clear for several minutes until it became lost in noise.
Also WTDY on 1670 in Madison, Wisconsin using 1KW power at night, which was a NEW one for me....and WEUV 1700 with blues and gospel music in Huntsville Alabama.
I also have been hearing a station that is probably not to far from me that I hear every night, and cant seem to identify. They speak in French and the frequency is 860. Any help on this would be appreciated.

That French station is CJBC, Toronto...you'll hear announcements for "Montreal" on there, but that's because the programming is originating from the CBC in Montreal.
