wideband reciever vs wideband txcvr

I'm new to this forum and considering purchasing a new radio. I was wondering if the sensitivity is roughly the same between a wideband receiver verses a wideband txcvr. I will certainly get my radio liscense eventually. I am more interested in the shortwave bands.
